skimmers & "emmulator chip & pin card"

Weston Hecker is a researcher who demonstrated a flaw in the chip & pin credit cards at DEFCON in 2016. According to an article I read, A skimmer must be inserted into the chip reader slot at a gas pump, and when someone uses the gas pump, their card information is transmitted wirelessly to an "Emulator card" which can be used to withdraw cash at an ATM so long as it is done within the same 60 seconds or so. My question is has anyone heard about this method and is there anywhere i can find the tools and information needed for this. thanks
